This photo is of Cyril Tooze, aged 86. He was in Victor Harbour Hospital (SA) last October, weighing just 42 kilos after waiting alone at home since January for his Level 4 Home Care Package. It never came.

Cyril is the face of the aged care system all across Australia right now. It is populated by an increasing number of seriously frail people, largely living alone, waiting to be assessed for a home care package, waiting to be delivered a home care service and waiting for an aged care bed.
