Levande CEO and residents celebrate as objections to Oak Grange retirement village redevelopment in Melbourne thrown out

Kevin McCoy and his development executives can now go ahead with a major redevelopment of the village built in 1985 in one of Melbourne’s wealthiest suburbs Brighton East. 

Objectors to the redevelopment put Levande before the Victorian Civil and Administrative Tribunal (VCAT) after it lodged slight changes to an approved plan lodged by Stockland prior to its sale of its retirement village arm in February 2022 to Sweden-based EQT Infrastructure

Levande initially applied to change the existing permit issued by Bayside City Council in February 2019 for Oak Grange Retirement Village, which is withdrawn from sale. The original permit for the 16,880msq site was to redevelop the existing 110 units and facilities to create six three to five-storey buildings and 208 apartments with 266 carparking bays in a basement level.  

The changes included carparking bay layouts changes, a reduction in the number of units to 201 and height changes with increases for three buildings and a reduced height for two. 

Council told VCAT the proposed amendment was “minor design adjustments” and VCAT was “satisfied there is no notable change from the original permit”. 

"There is a low bar to entry for objections, even on low-level modifications, and this has an impact on housing supply. It takes time to get a hearing and it's taken six months in this case to get a verdict,” said a Levande spokesperson.
