BaptistCare gains approval after three years to build $190M co-living development at its Carlingford birthplace in Sydney

Ethos Urban's Director, Planning, Daniel West said the Not for Profit's State Significant Development (SSD) for 130 Independent Living Units and a 96-bed residential care facility at its site, 22km northwest of Sydney's CBD, was the first seniors housing development to be issued environmental assessment requirements (SEARs) back in December 2021 after the SSD pathway opened.

The Independent Planning Commission (IPC) approved the DKO Architecture designed development after it was recommended for approval by the NSW Government's Department of Planning, Housing and Infrastructure last month.

"Navigating the planning complexities of a seniors housing development on this site was as challenging as it gets, ... multiple Council objections, and even a change in the definition of GFA (gross floor area) for seniors housing mid-assessment that was triggered by this project (the industry has this project to thank for the improvement in the GFA definition)," Daniel said.

"Whilst SSD is by no means a fast or simple process, the approval of this project is proof this pathway is delivering results and much needed essential housing and care for the people of NSW."

BaptistCare Carlingford is the fourth to be approved through SSD. Uniting Charlestown ($300 million), HammondCare Neringah Senior Housing ($82 million), and Opal HealthCare Narwee Parklands have all been approved.
