The Victorian Civil and Administrative Tribunal (VCAT) on 29 May approved the amended plan for a new retirement living development in the seaside town of Torquay, 97km southwest of Melbourne. 

Coombes Road Pty Ltd had sought to/ construct a retirement village in a Low Density Residential Zone    

VCAT, after a five-day hearing, approved a plan for 191 independent living single and double-storey units, with a clubhouse and recreational facilities. 

Surf Coast Shire voted to support the latest iteration of the plans in April.
