The operator withdrew its original plans for the retirement village in the beachside suburb 5km north of Wollongong two years ago after Wollongong Council raised concerns about flooding and the removal of trees.
IRT's proposed 87 units is an increase on the 68 now on the site. An existing residential aged care facility with 106 beds will also be demolished.
"The demolition is proposed to be undertaken in stages to manage the relocation of residents sequentially," states the application.
"All aged care beds are vacant of occupation at present. Some 28 of the independent living units are also vacant currently. These vacant housing products will be demolished to make way for Stages 1 and 2 of the proposed development."
Forty of the remaining independent living units will stay until 2028, when stage three construction will take place.
"All structures and surfaces are proposed to be demolished to support the new development," the statement of environmental effect said.
An assessment of the flood mitigation measures submitted as part of the new $112 million development application stated it "complies with the flood-related development controls" of the Wollongong Local Environment Plan and Development Control Plan.
These include minimum floor level restrictions and ensuring buildings can withstand floodwaters. The internal roads in the proposed development have also been raised, with culverts installed to allow floodwaters to flow under them.
